after it blooms
November
I prune mine in spring after they start to send out new growth, that way I can trim back to healthy branches & can also spot any dead branches.
Butterfly bushes grow back from the ground up, so late fall , I cut it all back.
When it is beginning to bud, you will be able to see any dead branches and safely remove them.

Hello, you can prune in late winter early spring, just not when it is growing. Hope this helps you out.
