Mulch should be a good 2 inches deep for most plants.
depe on what mulch you use. Wood chip....about 3 inches. Layering cardboard 2 or 3 pieces flat.

The deeper the mulch, the fewer the weeds. I use a couple inches of the free mulch from your municipality and top with a couple inches of decorative mulch

I have always heard three inches, just a little less deep right at the base of the plantings. Some don't like it too deep right at the plant.
Here are some general guidelines. I have mine 2-3 inches in most areas.
