Chances are the landscape cloth did work. You need to learn that "weeds" are spread by wind, wildlife and people. They will settle into any nook and cranny and start to grow. These have lodged themselves on top of whatever you installed and easy to pluck out. Another option is to pour boiling water on them, spritz with vinegar, let die then pull out. I spend a few minutes every day pulling weeds so I do not need to spend hours doing it on a Saturday morning.
Start again and use Brush killer all over the area, before laying Weed control Sheet.
There is a landscape cloth and a weed barrier cloth that is actually thicker. Pull grass and weeds then put Preen down and lightly water.
weed barriers only work on what's below the barrier. Birds and wind etc. cause seeds to GROW on TOP of the soil - you will NEVER be weed free, sorry. You can keep em down with Pre-emergent products (like Preen) but nothing but vegetation killer on EVERYTHING will keep em out. You cannot grow flowers from plants or seeds if you put either down.
Try putting Black Polythene in it's place! problem solved, we couldn't control or kill creeping Ivy here se we encased it in Black Polythene, unwrapped it 12 months later, one very dead Ivy plant/bush, a couple of weeks in the Sun and it disintegrated. Black Polythene is a wonderful tool!
CONSIDER VINEGAR SPRAY. BASIC 5% PICKLING ? 12 % ? ACEDIC ACID
An old thick carpet will do the same trick. I used one and I got 3 years out of it weed free.
Using vinegar can help but I find Roundup to be more effective.
