Roses should be transplanted as well as pruned during the winter months when they are dormant. Rose are not fond of being transplanted from somewhere they have been living for a long time (like people LOL). You will need to dig up as much of the dirt it is in now and transplant with it.

I have successfully transplanted during all seasons - summer is typically not recommended. If you wish to do so now, do early in the morning at first light (if it is hot where you live), or late afternoon to early evening. Roses shock easy, so prepare the new site well.

As roses are sensitive to shock, moving them while dormant (in late winter or early spring) is generally recommended. When transplanting rose bushes in spring, wait until all threat of frost or freezing weather has passed. The soil should also be relatively warm and manageable.
Fall is when you prune them, I would think that would be the time to move it as well.
