Mildew on 2 rose bushes I ordered and forgot to plant.

They are Julia Child yellow roses. The plants we’re dormant when received followed instructions on pamphlets. We got another cold spell so put off planting. Now the top of the rose bushes have a black mold on them.

Without a photo, hard to tell. I would go ahead and plant anyway. Trim off the moldy bits and give it a go. You have nothing to lose at this point. I have planted far worse things and they ended up thriving.
I would trim the moldy parts off and plant them.
AFTER PLANTING, CONSIDER USING A FEW DROPS OF LIQUID DISH SOAP AND WATER IN A SMALL [DOLLAR STORE] SPRAY BOTTLE.
