Red/white/blue decorations but done like the French flag, You could paint the patio to look like brick (just dip a rectangular sponge in brick colored paint and apply it to patio) Get a cd of French music, (I have a great one that is peppy) and play it.
I think you have plenty to work with...awnings are great, maybe hang little French flags from the smaller sides. Put the chairs together in front of a bistro table and have a cloth draping over with blue and yellow and get matching cushions for chairs. Fleur de Lis planter boxes and a small Eiffel tower as a trellis for plants. Look at scenes of out door cafes...the french st signs popular or posters. Print them out and hodge pode them with a frame for outside. Add a bar cart with French bottles, napkins basically all things french and volia! Good luck sounds like fun. You can always stencil Fleur de Lis on walls and or cement. Or stencil a rug...
