They need some plant food like Miracle Gro which you can apply now. This fall, work some compost or mulch in the soil around the base of the bush. You should see blooms next year for sure!
I agree with applying fertilizer, but recommend Miracid.
you have to groom around them, get all weeds ,and grass from around them.
You could try diluting a tablespoon of Epson Salt in a gallon of water. Pour it on the soil at the base of the plant. Then water it again. The extra water will help the root system receive the Epson Salt quicker. This process will put enzymes into your soil and plants (veggies or flowers) will flourish with it. You can repeat every two weeks. Best of luck to you.
