I ripped a trumpet vine out of a friend's yard and stuck it in my clay soil on the south side of my yard, and it would take over the house if I let it. Blooms in the spring like nobody's business. I never water it. Some plants, if you water too much, you can drown it. Also it can just grow roots and not flowers. Let nature water it. It is a wild plant and not used to such attention. As to wisteria, it is not unusual for it to take 3 years to bloom, I think. I live in the South; your location could affect things.
Have wisteria in Western Pa. NEVER FERTILIZE NEVER WATER and it blooms twice in summer. MAYBE add a fence or lattice so vines can wrap around. I have fence that it wraps around.
Wisteria is beautiful, but be prepared for a vine that takes over, hard to kill and has been known to take down buildings.
If admiring from afar is not for you, then plant with no water or fertilizer.
These vines are beautiful and tough. They thrive on neglect in sunny locations, but they will thrive so much they will pull down chimneys, gutters, trellises etc. best used on metal, anchor-type fences. Hydrangea vines can also be just as strong.
When I say neglect, I mean don’t water, once the roots are established.

Both sites tell you it takes many years
It takes about 7 yrs. for a Wisteria to flower, so be mindful and relax.
