“Best” probably depends on desired look and function of space. It could be painted, stenciled, a process called staining. Or it could be covered with any number of flooring types wood, ceramic tile or laminate, floating or glue down. Consider your choices by searching pinterest and houzz. Youtube will offer instructions when you decide. Hope this helps
What is the function of the room (s)? That and your lifestyle should be the determining factors. Kids? Pets? You want something easy to clean. Wood, vinyl, carpet, staining or stenciling are all great! I am not a fan of laminate, but many do love it.

I used a textured epoxy in a cement hallway. At a glance it could pass for a low carpet, but it was very easy to apply and it feels nice on bare toes. The concrete I was covering had a dark red color to it, and if I had it to do again I would paint it a lighter color first, since it shows through in some areas.
Because it was the garage it may not be as smooth as you would like For painting or staining. You can rent a concrete burnishing machine to smooth the surface. Or if you choose ceramic, laminate or floating it wont be necessary. Concrete floor staining link attached. Good luck with your project.

I had installed Stainmaster Luxury vinyl planks=LVP. Click-lock floating floor which is rubber and waterproof. Some are glue down so check the installation guide. I love it and its very easy to clean. Hope this helps
