you can't grow anything in rock hard dirt except weeds,
you need to get in there with a shovel or pitchfork
and work some of that soil up.
How about leaving the plants in their pots and place them where you want them-like an augmented rock garden or large planters make an arrangement of different heights of flowers, so many attractive plants to choose from.
If you don't want to work the soil and amend it then just do container gardening on top of it.
You need to amend the soil. Till/dig in some compost, peat moss into the soil.
