You can buy the pre-cut wood at Lowe's, if you have one of those in your city. Also, depending on the length of your board, they have many kinds of brackets. All you need is a level and a drill.
Get some brackets, big enough to hold the size board you want to put up, they have some pretty black iron looking ones at Lowes. Then determine where you want your shelf, how long you want it and find the studs and put your brackets up. Then get a nice piece of wood, they cut it for free at Lowes and HD, paint it, stain it or leave it plain. Then place it on top of the brackets.
For an easy low cost option, purchase brackets and pre-cut shelves from any hardware or home improvement center. Did you want something with a particular style? Just make sure you measure and screw brackets into wall studs.
