As a costume.. out of water.... or for in the pool Simplicity and McCall's both have mermaid costume patterns... check online or in a fabric store like Joann's.... most of the patterns contain multiple sizes and complete sewing instructions and material yardage requirement and notions lists.

Pair of tights (or rather one leg) . Or lay child on top of old sheet etc and draw around the body (allowing for hemming seams) etc. Then cut it out and sew on pieces. Fish Scales: Cut up 2" strips of fabric in two fishtail colours. Cut out "U" shaped pieces and stick or sew alternately onto Tail (Largest at top and getting smaller near tail end. Then add Large fish tail at end.
