They can be spray painted with a paint suitable for the type of material used for the shade. It can be covered with a piece of fabric that is sewn into a tube, add pockets, top and bottom, for elastic to go through (shorter than the circumference) sew ends of elastic and slide over the shade.

Hi Missy! You can definitely update the shades by replacing the current with fabric. If it’s the type of ”paper like material I think it is it may not hold up with paint. You can use fabric, make pleats and pin with sewing pins, then I would iron your pleats in place and use a heavy spray starch. After that you should be able to tack the fabric onto the shade.
