Start by measuring the steps, as each will be different. You can rent a Hilti Gun, that's to bolt or screw things into cement. Stop by a home improvement store and ask for some help. There are books up front by the registers in Home Depot that you can buy for this project. Your local library has books on home improvents. I'd.,check to see if one of those has what you need. These books have illustrations to follow along with step by step instructions.
