If the seams are not separating use a no shrink drywall patching compound over them. Use just enough to cover the seams. Let that dry overnight. When dry use a damp sponge and go over the patch to smooth it out with the rest of the wall. Prime and paint.
Your asking for a sealer, because of the wallpaper seams. What do you think will happen when "you paint over wall paper" ? The wallpaper will again split at the seams from the paint which will soak through. Remove the paper, and save yourself a headache. As much of a pain in the neck as it will be, remove the wallpaper now. It will need to be removed eventually, so do yourself a favor and do the hard work now and save yourself grief down the line.

NO - do it properly remove the wallpaper. Eventually you will have to do it anyway and then you'll be doing double work and spending more money than if you had removed the wallpaper first. I know that's not the answer you're looking for, but it's the best way.
After you remove the wallpaper, you may want to have the walls textured before you paint.
