I'm a bit confused. Can you show some pictures? Scale and sticky goo are two descriptions that don't seem to go together. Try contacting Texas A&M agricultural website. Azaleas are prolific in Texas and the South. Be sure to send them pictures.

You may have lace bug. To 1 cup vegetable oil to 1 teaspoon plain dish soap that has no anti-bacterial or other additives. Formula is 2 tablespoons to 1 cup hot water. Spray. Make a new batch each time. If this does not work, use Neem oil.
