Pick a spot big enough to place a bench and a large rock garden put down sand level get some pavers and put up a curved 1/2 a wall to start then go from there you will need rocks large small a chinese statue and any other things that strike your fancy
You'll want a concrete Budha!
do it in a raised bed lined with something to prevent weeds to come through...i cant think of think of the name of it...then pour your sand in make sure to make a cover for it so when it rains the sand doesnt get wet. or use an old pool dig a hole in the ground to fit the pool put the pool in the hole fill with sand, again make a cover.
