gently spot clean the mold with a damp rag of white vinegar, allow to dry and spray paint it with fabric paint
First, you can paint it with fabric paint or cover it with a sheer fabric (applied with spray adhesive). OR, you can glue trim on the bottom to cover the dirty edges (with fringe or rick-rack or lace or something similar).
If the material is in bad shape, you can put an entirely new fabric on it with any color or pattern you like, right over the existing shade:

You could always recover the shade. It's what I've done in the past.
If it's moldy you need to wash it with some product that will remove mold. Spray it on, and use a toothbrush to get the mold off. Then wipe with a clean rag, then put it in the sun to dry. A short time in the sun shouldn't fade it.
Debra, I'd love to see how it turns out!
Wash it in your kitchen sink. See if just a mild soap removes the mold, gently scrub with soft brush, rinse. Hang outside to dry. I wash lamp shades often. Don't paint the fabric, also it is not so easy to make a lamp shade cover if it has many pieces.
