What can I do about "fruit flies?" Around my plants?

Tried the Apple cider in a cup trick..nothing. Tried a spray for this..keep coming back!! HELP!! Very annoying!!

those are fungus gnats,re-pot in fresh soil, spraying alone with horticultral oil will not be enough, as they they eggs in the soil
