Outside, some one once posted a way to get rid of chipmunks was to place a rod across a big bucket of water and put a piece of PVC about 5-6" long in the center of the PVC pipe, apply peanut butter to the PVC pipe.
Another thought that comes to mind is to make sure you are not adding to the problem by feeding any wildlife-such as birds, this attracts these critters.
Take away the food source and they go elsewhere.
Get a bag of blood meal from the nursery, spread through garden. The squirrels don't like blood smell at all and it also is a mild fertilizer
