What about building a couple of raised flower beds?
First I would build a planter box underneath the power box and then run a lattice “cover up to hide it. In order for the meter to be read I would cut a
circle out in front.
Then, in the bottom plant a climbing plant, perhaps a clematis or morning glories to climb up the lattice. As it matures you will have to keep the face of the meter cleared for readings. Finally, I would build a couple evenly spaced planters same depth as the one already built, but longer.
what about building a moveable trellis ? you could then hang flower pots
use potted plants .... just remember the utility box that's on the house may belong to the utility company, if you want to cover it check with the utility company first.
What ever you do... it needs to be skinny... as the car parks right there and it is close the the window
The cheapest and easiest thing to do is to make long planter boxes. Make them at least 9 inches high and then line with plastic. Put one hole in the bottom of the plastic for drainage and then put some good quality planting soil in the boxes.
What about the planters with different flowers, or just single pots even metal shelving with some birdhouses mixed among the pots. Could make your own birdhouses! Good luck!
I liked the idea with the lattice. You could also paint your box white to match your siding.
Painting the box and pipe white is an excellent idea.
Since it looks like cars have to come into this space, there is not much room to put out flower pots. Maybe a pretty window box if it won't interfere with opening the car door.
I would just paint whatever you can white. I think it would look too busy trying to hide it. The area is just not big enough to put anything there because of your driveway.

Fit a Trellis or Shutters, an outdoor Mirror, a Trellis in the shape of a tree or an Arch. Use bright Cheery colours if it doesn't get much light. Flower Boxes with Evergreens in or Succulents or artificial flowers if appropriate.
