Looks like you could add another shelf, and then I put mine in small plastic baskets from the Dollar Tree to slide them out to get to the right spice..... I have mine sorted by Asian, Mexican, Italian etc. spices so I don't have to drag them all out.

I use those coated wire shelves at Walmart. They come in a variety of sizes and are pretty reasonable. The shorter
items go underneath the shelf, and the taller things on top. You get twice the space use in the cabinet.
i use lazy susans in several of my upper cabinets that aren't very deep. Spin and you have access to supplies quickly. You can even find double decker ones.
