There's a spray you can use around the outter part of the root. Check with a pet store for this product. There's different sprays for different animals.
Try spraying the area with even parts water and vinegar they hate the smell.
There are motion activated "rain bird" sprinklers.... the cats won't keep coming if they get shot in the face with water when they come in your yard.
Start with talking to their owners and ask them to keep their cat away, if they are feral and are using your garden as a bathroom, you have a couple of choices.
-put down chicken wire between your rows of plants or twigs will work too.
-get a motion detector attached to a hose watering system. When it detects motion from a cat, it will give a burst of water and wet the cat. They hate to be wet. Plus this adds water to your garden as a bonus.
You can get this set up at a DIY store, Lowes, Home Depot.
