I've had the best luck with a plastic owl that I put in a different place every couple of days, also my rubber snakes seem to be the best bet for me. I have about 7 of them, (not the flat plastic ones). I put some on the ground and hang a few on my tomato cages. Even the squirrels stay away. Also, I have heard human hair scattered around your garden will deter them.
As far as the rabbits , you will need to construct a fence, if at all possible, you might try (next year) a raised garden to keep the rabbits out, we have 2 that are 18' high and are doing a great job of just that.
