Place a few moth balls around dogs hate the smell

You could spray something like a mixture of distilled water and cayenne pepper on it (as long as it will not hurt your plants). The cayenne will make your dogs think twice about getting into it again. Other than training and the fence your best route would be a spray that detours them from getting into the garden but will also not harm it.
No, is a good word to use. Dogs need to be trained to respect your property. Spray them with a water hose. If they are not your dogs, call the local dog catcher, if the owner has to bail them out, they may think twice. I feel sad for your fairy garden losses.
