There are so many ways! You can paint it a solid color, or spray paint it. You can chalk paint it and distress it using vaseline, sand paper or a wax finish. Here are tons of pics and tutorials for ideas:

Are you sure the frame wasn't originally like this? We deal with a lot of frames in this house and that would be an unusual thing to be done.
I've chalkpainted frames, no need to prime. They came out great!
the photograph does not really show enough of the frame to see what you are saying is a flaw. But my advice would be to not do anything. Because in order to paint the frame successfully you should really remove the art work, glass etc, which essentially then means reframing the picture!
I have spray painted a lot of frames. Just remove the picture and glass. Wipe off, spray paint.
