I take it you plan to attach this bookcase to the wall? If so, you may want to cut out that section of the skirting board (base board).
Were it me, I would never cut away a baseboard. I would "float" the bookcase off the floor and add legs, moving the back ones forward to compensate for the depth of the baseboard...then attach it securely.
If you don't want to do it this way, You will have to cut away the depth. width and height of the skirting board from the back, lower shelf and side uprights before attaching it to the wall...making sure the removal of this area does not compromise the bookshelf.

Take a flat board end (that is as tall as the skirting board. . .could be taller) and hold it against the skirting board (what we call the baseboard?) hold it against the flat part. In your other hand take a compass (the kind with the pointy side and side to hold a pencil) Using the point trace along its side the skirting board, affixing the pencil so it marks the separate board. That will give you your outline which can be traced to be cut from the actual board you will be using.
