I would plant some shrubbery. That in time will get some height to it. Just say you are starting a garden
Anything would be nice...but I would not do on line...would come on to my own property just a little, that way neighbor will have no say.
If you live in an area with an HOA first check what their rules are. Do not plant on the property line because they then belong to him too! Check your local ordinances to see what how close you can plant to a fence.

I had a horrible neighbor (a real nut) so I planted Nandina several years ago and now have a hedge! They are considered a trash bush because they multiply quickly. And I posted a photo of a sprout...they run underground and come up.
Notice how I have leaves up to these so I can spray them to keep them in check!
A row of roses would be pretty. Check into Simplicity roses from Jackson and Perkins. These are fast growing roses and super easy to care for.
Here in Arizona we use Oleanders for this problem. They grow quick into a hedge covered with flowers.
