Definitely do not get her a cell phone; she's much too young. Kids her age are into things like books, arts/crafts projects (tons of kits available and board games. If you think a doll would work (7 is definitely not too old for dolls) and you can afford it, an American Girl doll is all the rage. If not, Barbies work too.
Perhaps a little basket with girly things in there, hair bows, small craft items ( something that they can make in about 15 or 20 mins), legos ( all kids love legos), crayons, color books, cool pencils, pony beads.
Jewelry or comb and brush and mirror set, or cute little PJ set.
For a gift that can be double as a party activity, bead kits are fun for this age. The pop-in style of beads do not require as much fine motor skills as threading the plastic through the bead holes, and therefore do not need as much adult supervision. There is no right or wrong as to the results, no down time needed waiting for glue to dry, and party goers can wear, as well as take home their creations.
My signature gift is always a piggy bank (always place a few coins in for good luck), along with books, games or craft kits. For girls, bracelet craft kits are fun, she can make with or for her playmates.
