Hi. I have lived in MD, WV and OH so I can answer only for the those states. Mums in these three states bloom only in the fall season. In late late fall they will begin to wither, turn brown and dry up. This is when I cut off the bloom and about half the length of the stalks. In the spring a healthy plant will produce new shoots. After all the new growth is on the plant I then cut of the old dead growth. Hope this helps.

We live in Zone 7 in Oklahoma, and our mums are getting ready to bloom now, and will continue blooming all the way till first frost. Then we cut them back to about 2 inches and they come back in the spring and bloom all the way to first frost again. They are not an annual, they are a herbaceous perennial. If you live in a really cold zone, you might be able to winter them over by mulching them heavily. They need at least 6 hours of full sun a day.

ADDITION TO PREVIOUS REPLY: You do not have to cut off the dead until spring. I just choose to do as explained earlier if I have the time.

I'm in Colorado. Ours bloom in late August through November. They come back each year IF they are planted in the ground. If they are in a planter, they die off from the roots freezing
