If the concrete is in good shape, try painting or staining the concrete using products made for concrete and seal it first with concrete sealer.
U want to paint first then seal it
I resurfaced a concrete hallway with textured epoxy I got at Home Depot. It was really easy because of being horizontal. No drips! I just poured puddles and spread them with the recommended roller. It took three coats. I was warned that it would look awful after the first coat, and that was true! It's been about a year and it still looks like I just did it, though it is indoors.
