Hi there, as far as I can tell from the picture it looks like linoleum tile to me. I would try vinegar to clean it.

You have the peel and stick tiles that people have struggled to keep clean for decades!
Ammonia cleans these floors but the grooves hold dirt and require a stiff brush to get them clean. When these floors were sold, we used Mop & Glo to maintain them and Ammonia to strip them once they started looking dingy.
I am a lazy woman and found that if I opened all the windows, used my string mop to lay a heavy layer of ammonia/water on the floor, &grabbed a book and cup of tea for the “soaking” period, the floors were way easier to clean. In the event of beautiful weather and a really good chapter, re wet the floor and it cleans right up!

25 + years may be old to you, but in house years, it is not that old. Yes, looks like old linoleum tile. Ammonia is what I would use. Although I have never used it, many like a product called Rejuvenation. Maybe something to look into.

Do you like it? Since it is so solid, you may be able to put another kind of flooring over it.

I use one cup (by eye) of lemon scented ammonia to one gallon of hot water once a month to remove old wax and ground in dirt. When clean and dry i use Mop and Glow to seal and shine. Once a week I use one cup of vinegar (by eye), a few squirts of Dawn dish liquid to one gallon of hot water.
This may sound weird,but when I hadthesameexCt tile, I used liquid toilet bowl cleaner. I workedinsections, with a scrub brush and my floors andthegroovescame out really clean..be sure to rinse,rinse,rinse when done.
