you might make the pictures smaller and place them into a long rectangular picture frame. I have several pictures that I love and have multiple frames of 3 pictures each that are horizontal on the wall. depending on how many pictures you have, you can do like that and maybe have some above each other, or in a corner too.
Use the pictures as the nmbers of a clock and buy a clock mechanism to put in the middle. Voila! Instant art and memorial!
You could use a collage frame and intersperse the pictures with inspirational/meaningful quotes, or place one in the middle. You could put the frame over a console table with a vignette including a candle, and maybe special items from your loved ones: bowl, books, cameras etc., to avoid it being "shrine-like". Use items you already have. Even simple items like shells/rocks in a clear, $ store vase can work.
You can hang $ store frames like a collage frame to keep costs down.

First I want to offer my condolences on your loss. You could hang your pictures on the wall. Put them all in black frames, spray paint them black rather than purchasing new ones. Then use stencils to add scrolls and maybe corner brackets. Use black paint to stencil with. You could even stencil on words. Perhaps something like "Family is Forever" The cost to create this would be low. Best wishes.
P.S. You can make a free inspirational cloud online with your favourite words or loved-ones' names, in any shape you choose: rectangle, heart, cross etc. Then you could print it and insert it in a frame. Double check to ensure they are all free, as some online are not.
