When we had a flea infestation in our yard in TN we put Sevin dust all over it. Your dogs/cats can be out in the yard, but do not leave them in it. After ten days or a rain, repeat for any new eggs hatching out. Read the instructions, but it really did get rid of the yard problem.
I also used Sevin dust and it did get rid of fleas.
