I would have a lower section of cabinets with pull out drawers so you do not be need to get down on your hands and knees to get things out. And a section of drawers in varying depths, for silverware and everyday cooking utensils, spices, kitchen linen. If you have upper cabinets or open shelving, use that for dishes, cups, glasses and everyday serving pieces. Hopefully you have space for a small pantry to store dry goods.
Completely agree with Naomie with respect to the pullout drawers. There are companies who will make pullout shelves so the face of your existing cabinets don't need to change. If you're looking to replace cabinets, Ikea has a good selection that have pullout drawers and/or shelves to choose from.
Think UP! Hang racks, or shelves from the ceiling using chain or cording and S hooks. You can also decorate them to hide unsightly stuff. Just make sure you find the studs and anchor to them.
If you can, put up magnetic strips for easy to reach metal tools: knives, scissor, etc.
If you have the freedom to build/renovate I would suggest a garden window. I have seen an idea that is ideal for city livers, especially when neighboring homes are close. Imagine a solid shelf, mirror on the vertical "window" that faces the neighbor, and glass on the sides and top. The mirror makes it feel huge as it reflects your plants or decorative dishes, etc. but you don't see the neighboring house. Side and top windows allow in a lot of light. This makes a small kitchen feel huge.
