If you have both signed the contract, it becomes a legal binding document, you are both bound by what is in the 4 corners of that paper. If he has not done what is agreed to in the contract, he is in breech of it and you can take him to court to recover your money.
Never pay them before work us done
Get a lawyer asap! He is in beach of contract. Please don't delay. This happened to my parents and they lost thousands of dollars because they trusted and paid up front.

It should have been put into escrow at your bank. This way the contractor cannot be paid without proof of receipts. I would go to your bank first. They may know of good attys you can use. They may also have knowledge of this contractor.
Take him to court and sue. If you had 200G you should be able to get a good attorney for 10g one that may work for partial of recovery or pro bono. But for 200g you only got 600sq ft that should have been your first sign. Never give money of front. It goes in escrow and he gets paid as stages are completed it’s called a draw. But for $200g you could have bought a home in Panama City Florida
Then again October is 3 almost 4 months away and he has till then to build it and it doesn’t take long to build a 20ft x 30ft house

Call your local News Station......have them do a story on this......that will get them moving or give your money back.....
