There are lots of ways to do it. I personally have not had to remove any in years and have never used a steamer. I did it years ago, with warm water, scoring the paper, and using a scraper. I found this link which may help you.

Use a scoring tool to create holes in the wallpaper. Use a spray bottle with fabric softener to soak the paper. Spray water into the slits so it can work its way behind the covering. Wait about 10 minutes and then scrape off the paper with a putty knife.
I have removed much wp, from single layer to multi layers. Some were very old. Used a steamer. In my opinion, using a spray bottle of just plain warm water worked the best, and is much less messy than a steamer. Let it sit for several minutes, use a paint scraper, and peel it all off. Much may come off in strips! Good luck!

This week on Rachel Ray Tonya Niack (sp?) scored wallpaper, sprayed it with vinegar and water, waited a little while, then removed with a paint scraper. But the guy with her showed how to just paint right over it. To cover the wallpaper seams, he first attached thin slats over the seams and then painted the wall and boards at the same time. It looked very nice.
