You can grow them from the seeds, but if it is a hybrid, you may not get the same pepper. Heirloom seeds are the only ones that will be true to the pepper plant that they came from, all the seeds from plants are this way.
I do it all the time. Do not expect the same fruit. Depending on the source, some may grow plants and not fruit. You have nothing to lose, give it a try and see what happens!
You should let the seeds dry out first before you plant them.
Are they Heirloom Bell Peppers, if so most likely.
