A tortoise is not an amphibian and should not be in an aquarium. It will drown.
Get some rocks and angle them so your tortoise can go into the pond, or you can use some 1/4" plywood and make a ramp but I would cover it with some rocks.

I'm not sure if that is a stock photo or if that is your pet in the picture. If that's you're pet, he's a turtle, not a tortoise and he needs like a ramp to get out of the water. You can do that by building up rocks for him.
If you have a tortoise, he needs to be on dry land with a little spot to "take a bath".
My nephew had a tortoise just like yours he placed flat rock on top of each other till the top rock was just out of the water. Larger rock was on the bottom kind of stairs looking. Seemed like the tortoise was very happy

I would use Silicon RTV for outdoor use, you can get it at any home Center.
I would think that using hot glue would deteriorate and may harm Pintu, while walking on your ramp.
RTV is generally more stable than glue. I hope this helps, let me know how your ramp turns out.

first i would be sure what you have there a tortoise or a water turtle. whatever he is he needs to be in the right environment. i had a red earred slider and went to the stone store and bought large rocks. i piled them up so he could bask under the light. he loved that.
Large flat rocks probably be best.
You can also make something that hooks over the top of the tank that goes down far enough for him to get up and out of the water, like popsicle sticks or wood, and make a little ramp. Or you can use screen that has a frame like thing around the edges (like a siv ??) And have a ramp for easy access
