You can but there is always the possibility of the paint reacting to the glue and loosening the wallpaper. I know no one ever want to hear it - but it's always best to remove the wallpaper and just start over. If you are determined to paint over the wallpaper - use an Oil Based Primer first and the you can paint anything over that. Best of luck, Jenn
My vote will always be "no" - that wallpaper will need to come down at some point in time. It will be 100 times harder when painted over. Score, steam, remove wallpaper, wash walls, prime then paint. I know it is a lot of work, but it will look far more professional in the end.
Better to remove. Always a chance the moisture in paint can cause the wallpaper to bubble and separate. The seams may show. Harder to remove in the future. The only time i recommend painting is it cannot be removed. Prime with Kilz. Then paint.
