Have you tried Dawn dish washing liquid and water. Mix 1 part Dawn to 3 parts water, pour into a spray bottle and spray directly on the insects. If in two days the beetles have not left, add more Dawn to you mixture, mix and reapply. I have been using this technique for many years with wonderful success. This fall, plant mums around your roses and the beetles will not show up again.
If these are Japanes beetles, try neem oil spray on the roses. Neem oil is a natural product that can be safely used according to package directions on the roses.
