If they are from a business call that business and explain the situation.
The contractor should go good for the damage since the pressure they used was too high for the work they were doing. I think I would check at a paint store and talk to a professional regarding your predicament.
From what the owner of the company told you, do not pass go, do not collect $100 - head straight for your attorneys office. Place a claim with the power washing company regardless of protest. Take photos, if you are a social media user, this will get him in his pocketbook. If he has careless workers and will not step up to repair open and obvious damage, he will do the same to others. By posting photos and telling your story honestly it will warn potential customers, they dispise that, yet can't take down your post either. This guy is obviously not interested in making lifelong customers. And now you have learned your lesson to thoroughly inspect before writing a check for the job. If you would have inspected first, you could have not paid him until he fixed your property at his cost. I never ever provide final payment for anything until I have thoroughly inspected and approved the work and had any punch list items fixed. Not 1000% satisfied = no check. Works every time. Look at it this way, when you go to work you get paid. You do a lousy job you get fired. You don't show up, you get docked or fired. Right? Well you work hard for your money, anyone you hire to do work for you should work hard too and give you the best job possible. Do not accept sloppy, sub-par work.
