Is it easy to cover a chair pad that is screwed onto a chair?

Easiest recover job you will ever do in your life. Turn chair over and unscrew the seat, I aside the screws. Remove current cover. I like to add extra cushion any time I recover for extra comfort. Quilt batting works well. Cut to size of seat. Use the old cover as a pattern for the new fabric. Cut fabric. Lay fabric face down. Add quilt batting, now seat face down. Staple on opposite edges and keep taught. Now screw back on to chair base. Easy, simple and quick!

The screws are under the seat so you can remove them, recover and then re-install.

unscrew the chair pad to measure the size overall then add an least 2 to 3 inches extra for all four sides. Lay the fabric on top of the chair pad smooth it turning sides in an with a staple gun anchor the fabric to the bottom, then just screw the chair pad back in place. I've done this before and plan to it again to another chair. I id all of my dining chairs that way and they look great.

I agree with above comments. Unscrew the base and use it as a pattern. Add new padding and new fabric. Pull it snug and put a staple in the center of all four sides. Then staple all sides. Cut off and excess fabric and re-install the seat to the chair. Best of luck to you.
