Yes. It's best to remove the toilet before tiling the floor.
also...ALWAYS replace the ring anytime you remove a toilet....thats an absolute rule....plus its very inexpensive so don't cheap out on this important part.
Yes, retile first, THEN the ring, then the toilet. Caulk around the toilet. Bolt the toilet securely and let the ring and caulking cure at least a day before you turn the water back on. By the way, if you don’t have an emergency valve behind the toilet, put that valve in while the water is off. Best wishes, Dia. ☺️
