A fence or more considerate neighbors would work. You could put up any kind of low fencing, if your neighborhood allows it. In my city, you can't have a fence in front unless you are on a corner lot with no backyard.
Talk to their owner. If that fails a fence. Chemicals can be toxic so you may expose not only dogs but your family to danger or worse.

There are sprays for deer,but there are also some for dogs. I don’t want them in my yard eother. I walk along the curb and spray onto the grass and it seems to work for me.
