What is the best way to create a mosaic border in bathroom?

This would replace the usual wood border typically used by homeowners. This includes the bottom of wood cabinets that may have seen better days.

    Are you talking about the toe kick beneath cabinets? if you want mosaic tiles, I would buy the kind on the mesh base so you can cut to fit, then use thinset to put on, and then grout. Your going to want a clean line along the floor, so tape it before grouting and pull off while still damp.
