Your dog or someone else’s? I had a very Stubron black lab...no manners and would bark at every thing. I had to result to a shock collar. 3 days later, no barking, unless a stranger approached. Sold the dog to a game hunterwanting to breed labs.

If its your dog, pay attention to the animal first, make sure he has water outside and other creature comforts like a bed or dog house, then use discipline Outdoor dogs get lonely, need stimulation. If you don't pay attention, the dog will find ways to entertain himself. Barking is the first thing they will do. Be patient. When all else fails, a quick squirt with a long spray bottle with water and vinegar in it will stop the dog, especially if he doesn't know where the stream is coming from. Obedience classes help, too, so that when you give a command, the dog listens. If you just leave the dog in the yard and holler at it, the dog sees that as attention and will continue to bark to get more.
If it is your dog, invest in an anti-bark collar. In a day or two your dog will learn and you can enjoy the peace and quiet.
If you can't correct the dog every time he barks, get a no bark collar. It works and your neighbors will love you.
