You can hang planters randomly or in a particular design on it, have a mural drawn/painted, hang an old wooden ladder and decorate it with things like horse shoes, old garden tools, you can make an outdoor garland and hang it, hang lights along it, plant plants that grow up in vines that will grow across it, plant tall flowers that will grow up in front of it (I have butterfly gladiolas I started from a bulb that are almost 5 feet and beautiful flowers blooming! Can You Say Red White and Blue - Solar Lights
I planted morning glories in front of the fence and they will grew up and over the top of the fence. Very drought tolerant and beautiful flowers that attract hummingbirds. The flowers close at night when the sun goes down and open again in the morning. Easy to do and they are beautiful! You could also grow a clematis that would climb the fence.
