You will want to get some grass planted! The dirt looks very packed down, so you need to first get a sturdy rake and rake all of the dirt so it is loose on the top. Then you have the option of planting grass seed or having the yard sodded. Grass seed is cheaper and easier to do yourself. You will need to keep both watered well, and keep the dogs off of the seed until it begins to sprout. Good luck with your new lawn, which you and your dogs will both enjoy!
You can look into this option. I'm thinking about putting this in myself.

Whew, that's some compacted dirt!
You might want to rent a tiller and loosen the dirt up. Then put down some grass seed or sod. And water, water, water. You'll need to relocate the dogs till the grass has grown in well.
