Head to a feed store and get some recommendations. Your local farmers deal with this all the time and the store will know what works best for your area. I could give you some suggestions, but this is a serious issue and the locals will point you in the right direction ASAP.
Try sprinkling Epson salt in your garden. It will not hurt your plants and the snakes hate crawling over the Epson salt.

Remove all habitat for both the snakes and their food source.... rodents, frogs. This includes piles of leaves, logs, branches, rock piles, tall grasses etc. Use a real long pole to turn this stuff over before reaching in to pick anything up.
